Our experience tells us that lasting change rarely happens this way.

Successful implementation depends far less on the quality of the training than on the organisation's readiness to change. It requires strong leadership, organisational alignment, workforce development and continuous learning working together from the very beginning.

That is why every Safeguarding Together implementation is designed as a three-stage organisational transformation journey.

OUR APPROACH

Every Safeguarding Together implementation follows three connected stages that create the conditions for lasting organisational change.

Preparation Phase

Creating the right conditions

Introducing a new practice framework is often seen as a training exercise. Secure funding, deliver the training and expect practice to change.

Our experience tells us that this rarely leads to lasting change.

Over many years of supporting organisations through large-scale practice transformation, we have learned that sustainable implementation depends far less on the quality of the training than on an organisation's readiness to change. Successful implementation begins long before the first practitioner enters a training room.

That is why every Safeguarding Together implementation starts with a dedicated preparation phase.

Before implementation begins, we work alongside organisational leaders to understand their unique context, strengths, challenges and ambitions. Together, we assess readiness, identify potential barriers and create the organisational conditions that allow meaningful change to take hold.

​

Rather than applying a standard implementation package, we develop a tailored implementation journey for every organisation. This includes a clear implementation roadmap, an organisational change strategy and governance arrangements that support the framework throughout implementation and beyond.

During the preparation phase, we work alongside organisations to:

  • Assess organisational readiness for change.

  • Build strategic leadership commitment and shared ownership.

  • Ensure sufficient organisational capacity, stability and the right timing for implementation.

  • Develop a tailored implementation roadmap and organisational change strategy.

  • Engage partners and stakeholders from the outset.

  • Create a communication strategy that keeps the workforce informed, involved and listened to.

  • Establish regular feedback loops so organisational learning continuously shapes implementation.

  • Build internal capability to sustain the framework long after external implementation support has ended.

Implementation Phase 

Bringing the work to life

Once the foundations are in place, implementation begins.

​

This is where Safeguarding Together moves beyond strategy and becomes part of everyday practice. Rather than delivering training as a standalone event, we support organisations through a carefully staged implementation process that builds confidence, develops capability and embeds new ways of thinking at every level of the organisation.

Implementation is active, collaborative and responsive. We work alongside leaders, managers and practitioners, adapting our approach as organisations learn, develop and respond to new opportunities and challenges.

Throughout implementation, we focus on six key areas:

Leadership in Action

Leaders play a visible role in championing the framework, modelling the behaviours they expect to see and maintaining momentum throughout the implementation journey.

Beyond visible leadership, we work alongside leaders to develop the mindsets, organisational structures and leadership behaviours that enable the principles of Safeguarding Together to be enacted consistently in everyday practice. While organisations may embrace the philosophy of the framework, under pressure it is easy to default to familiar ways of thinking and working. Our implementation approach helps leaders recognise these patterns, create the conditions that support new practice and ensure the framework becomes embedded in the way safeguarding is understood, led and practised across the organisation.

Workforce Learning and Practice Development

Learning extends far beyond the training room. Practitioners are supported to apply Safeguarding Together to live practice through coaching, supervision, reflective learning and practical application that builds confidence and capability over time.

Organisational Alignment

Lasting change depends on more than workforce learning. Policies, procedures, recording systems, supervision, quality assurance and meaningful measures are progressively aligned with the framework so that every part of the organisation consistently reinforces the way practitioners are expected to work.

 

Where organisations choose to adapt their existing systems, we work alongside them to ensure they fully support the principles and practice of Safeguarding Together.

Partnership and Stakeholder Engagement

Successful safeguarding depends on shared understanding.

 

We work with partners and stakeholders throughout implementation to build engagement, strengthen collaboration and create a common language for safeguarding practice

Continuous Learning and Improvement

Implementation is continually informed by feedback, learning conversations and organisational reflection. Together, we evaluate what is working, identify emerging challenges and refine our approach as learning develops.

Measuring Progress

Success is measured by more than activity or compliance. Together, we monitor meaningful indicators that demonstrate how practice is changing, how the organisation is developing and, most importantly, whether outcomes for children, families and communities are improving.​​​

Implementation is not about delivering a programme and stepping away

It is about walking alongside organisations as they build the confidence, capability and organisational conditions needed for Safeguarding Together to become the way safeguarding is understood, led and practised every day.

Sustainability  Phase 

Ensuring the Change Lasts

The true measure of successful implementation is not what happens while we are working alongside an organisation. It is what continues long after our formal implementation support has ended.

​

From the very beginning, Safeguarding Together is implemented with sustainability in mind. Every stage of the implementation journey is designed to strengthen the organisation's own capability to lead, embed and continually improve safeguarding practice without becoming dependent on external support.

​

Our goal is not simply to implement a framework. It is to help organisations build the leadership, capability, organisational systems and learning culture needed to sustain meaningful change for years to come.

Sustainability focuses on five interconnected areas:
Building Internal Capability

Sustainable change comes from within. Throughout implementation we develop confident leaders, strengthen Internal Capacity Teams, enhance supervision and build organisational ownership so that expertise continues to grow long after implementation has been completed.

Creating a Learning Organisation

Child welfare is constantly evolving. Children's lives change, families face new challenges, legislation develops, research advances and organisations themselves continually adapt to changing demands.

Rather than creating organisations that depend on external consultants every time circumstances change, Safeguarding Together helps build the confidence, capability and learning culture needed to respond, adapt and continue improving from within.

Leaders and practitioners learn how to anticipate change, welcome new learning and make thoughtful adjustments without losing the core principles that underpin excellent safeguarding practice. Instead of falling into a cycle of starting again or replacing one framework with another, organisations develop the capability to evolve their practice while retaining what works.

Our measure of success is simple. We don't want organisations to need us every time the landscape changes. We want them to have the confidence, leadership and organisational capability to navigate change themselves, continually strengthening safeguarding practice long after our implementation support has ended.

Sustaining Organisational Alignment

Lasting change depends on organisational systems continuing to reinforce the framework. Leadership, supervision, workforce development, recording systems, quality assurance, meaningful measures and digital practice solutions continue working together to support excellent safeguarding practice rather than allowing organisations to drift back towards previous ways of working.

Measuring What Matters

Sustainability is demonstrated through evidence of improving practice and better outcomes, not simply continued use of a framework. Meaningful measures, organisational feedback and the lived experiences of children, families and practitioners provide the insight needed to understand what is working and where further development is required.

Continuous Improvement

Sustainable implementation is not the end of the journey. Organisations continue to learn, adapt and strengthen their safeguarding practice as new challenges emerge, ensuring the framework remains relevant, responsive and effective for years to come.

We work alongside organisations until Safeguarding Together is no longer something they are implementing, but simply the way safeguarding is understood, led and practised every day.
